J-1 Visiting Scholar New Application

Foreign nationals come to the United States to participate in a wide variety of educational and cultural exchange programs. In carrying out the responsibilitiesof the Exchange Visitor Program, the Department of State designates public and private entities to act as exchange sponsors. CSUSB is a designated organization eligible to sponsor the entry of foreign nationals into the United States as exchange visitors to complete the objectives of one of the exchange visitor program categories, which are:

  • Professor
  • Research Scholar
  • Short-term Scholar
  • Specialist
  • Student, college/university
  • Student intern

At the conclusion of their Exchange Visitor program, participants are expected to return to their home countries to utilize the experience and skills they have acquired while in the United States.


Every visiting scholar should secure a letter of invitation from a sponsoring academic unit. The letter must come from the chair or dean, and should state the intention to host the scholar in the department. The connection to the department usually comes through a CSUSB faculty member.

Please note that academic units do not provide financial assistance to visiting scholars. As part of their documentation checklist the scholar should submit to CSUSB proof of funding in the form of a financial statement or a letter from the home institution.

This documentation should be completed and submitted to CISP three months before the scholar is expected to arrive at CSUSB. Upon receipt of the complete set of documents, CISP needs at least 10 days to process the visa documentation (DS-2019), unless special circumstances require expedited processing. CISP will send out the DS-2019 and invitation letter to the scholar. The scholar will then request a J-1 visa from the US embassy/consulate in home country (for more information, please visit the US embassy web site). Please keep in mind that processing times for visa stamps can take up to 30 days or even longer.
